Telangana and Centre Hold Talks to Resolve Hyderabad Metro Rail Funding Issues

Chief Minister A. Revanth Reddy of Telangana recently engaged in constructive high-level discussions in Delhi aimed at resolving critical funding challenges for the Hyderabad Metro Rail project. The talks, which included Union Minister for Coal and Mines G. Kishan Reddy and Union Railway Minister Ashwini Vaishnaw, centered on the urgent release of an Indian Railway Finance Corporation (IRFC) loan essential for the city's transport infrastructure.

This initiative represents a significant effort by the state government to secure the Hyderabad Metro Rail expansion and finalize the takeover of Metro Phase-I from the private partner, L&T. The IRFC loan, valued at approximately ₹13,600 crore, had stalled following the expiration of a May 30 deadline stipulated in the original agreement, creating operational hurdles for the project.

Resolving Financial Hurdles for Metro Infrastructure

During the sessions in the national capital, official sources indicated that the Railway Minister expressed a commitment to facilitating the loan disbursement. However, the Centre has requested that the Telangana government re-evaluate the repayment framework. The proposed revision suggests that debt obligations to the IRFC should be prioritized against monthly revenues generated from ticket sales, advertisements, and real estate assets, rather than utilizing these funds solely for operational expenses.

The state government is expected to review these new modalities and enter into a modified memorandum of understanding (MoU). This adjustment is viewed as a necessary step to align with federal financing requirements and ensure the long-term viability of the Hyderabad Metro Rail network.

Future Expansion and Central Support

Beyond the immediate loan concerns, the delegation also focused on the broader goals of urban mobility in the region. A. Revanth Reddy and G. Kishan Reddy emphasized the necessity of obtaining timely central financial assistance and regulatory approvals for the ambitious Hyderabad Metro Phase-II expansion project. To continue these deliberations, the state leadership planned a subsequent meeting with the Union Minister for Urban Affairs, Manohar Lal Khattar.

The Chief Minister had previously sought the intervention of the Union Coal Minister through open letters, stressing that the metro system is a cornerstone of regional infrastructure. By coordinating these high-level meetings, the state government is attempting to streamline the bureaucratic processes required to secure the IRFC funding and clear the path for the network's future growth. Both central and state representatives remain optimistic that these discussions will yield a resolution to the outstanding obstacles hindering the project's development.
