An undated video recording of the speech, which occurred during a Hindu Sammelan, surfaced on Thursday and quickly gained traction. The timing of the controversy is notable, as Vishwas Nangare Patil was appointed as the Nagpur police commissioner just earlier this week. In a public statement shared via social media, the Congress party urged Chief Minister Devendra Fadnavis, who oversees the state's home portfolio, to provide clarity on whether the officer had secured the mandatory prior authorization required to participate in such a public gathering.

Questions of Neutrality and Conduct Rules

The core of the Congress argument rests on the All India Services (Conduct) Rules. According to these guidelines, officers are expected to maintain strict political neutrality to ensure public trust in the administration. The opposition has questioned whether the officer obtained the necessary official clearance before attending the event. Furthermore, they are demanding to know if the government intends to pursue disciplinary action if such procedural requirements were indeed bypassed.
