The Election Commission’s upcoming Special Intensive Revision (SIR) of electoral rolls has prompted a strategic organizational shift for the Karnataka Congress. Aiming to ensure comprehensive voter representation, the party is implementing a robust booth-level strategy for this crucial exercise. Building upon successful tactics previously utilized in Kerala, the party intends to meticulously monitor every phase of the electoral roll update to prevent the exclusion of eligible voters.
The formal process begins on June 30, with Block Level Officers (BLOs) scheduled to conduct door-to-door verification. Karnataka Congress leadership, including KPCC President BK Hariprasad, has emphasized that their objective is not to impede the revision but to maintain strict oversight. The party is particularly concerned about potential issues such as unauthorized deletions, as well as the appearance of fake or duplicate entries within the rolls.
Strengthening Grassroots Voter Mobilization and Verification
The party’s approach centers on enhancing its organizational presence at the grassroots level. By deploying a comprehensive network of Booth Level Agents—specifically BLA-1 and BLA-2—the Karnataka Congress aims to assist citizens throughout the verification process. These agents are trained to support voters in gathering necessary documentation, including school records, birth certificates, and caste certificates. Providing this support is identified as a critical factor in helping citizens from economically disadvantaged backgrounds ensure their names are accurately recorded on the official electoral lists.
Beyond documentation assistance, the party is conducting awareness programs across key regions, including Mangaluru, Hubballi, Bengaluru, and Kalaburagi. BK Hariprasad and the party’s SIR committee chairman, Sudarshan, have been actively touring these districts to brief local cadres on the complexities of the SIR exercise. The strategy specifically focuses on empowering BLA-2 workers, who serve as the primary link between the party and the electors at each booth.
Monitoring and Legal Support Initiatives
Drawing on insights from PV Mohan, an AICC secretary who managed similar processes in Kerala, the party recognizes the decisive role played by well-prepared booth-level agents. The plan includes a detailed scrutiny of the draft electoral rolls once they are officially published. Workers are instructed to cross-verify the lists, identify missing entries, and proactively visit households to verify if genuine electors have been excluded.
To further support this initiative, the Karnataka Congress is considering the appointment of legal experts for every Assembly constituency. This ensures that any citizen facing disputes or difficulties regarding their inclusion in the electoral roll can access prompt legal guidance. By combining organizational preparedness with legal oversight, the party aims to maximize the integrity of the voter revision process across the state.
