The Maharashtra government has launched a structured initiative to execute the Punyashlok Ahilyadevi Holkar Shetkari Karjmukti Yojna (PAHSKY) 2026, a comprehensive farm loan waiver scheme. To guarantee transparency, efficiency, and timely delivery of benefits to agriculturalists, the state administration has officially established three specialized committees.

Following a recent cabinet directive, the state Cooperation Department released three government resolutions to solidify the framework. This farm loan waiver scheme, which was formally approved by the cabinet led by Chief Minister Devendra Fadnavis on June 2, aims to provide significant relief to approximately 55.72 lakh cultivators. The initiative encompasses multiple facets, including direct loan waivers up to Rs 2 lakh, incentive benefits for regular repayment, and provisions for one-time settlements, all applicable without any specific landholding constraints.

Oversight and Strategic Implementation of the Farm Loan Waiver

A primary Cabinet Sub-Committee has been formed under the leadership of the Chief Minister to maintain high-level supervision. This committee, which includes Deputy Chief Ministers Eknath Shinde and Sunetra Pawar, as well as key cabinet ministers, will review the status of the farm loan waiver scheme, suggest necessary adjustments to eligibility criteria, and ensure that banks continue to extend fresh crop loans to deserving farmers. Pravin Darade, Principal Secretary of the Cooperation Department, will serve as the Member Secretary for this body.

Beyond the ministerial oversight committee, two technical panels have been organized. A committee headed by the Additional Chief Secretary (Finance) is tasked with negotiating the financial specifics of the relief package with various banking institutions, including nationalized, private, and rural banks. This group will determine the exact share of the waiver and settlement amounts for restructured Non-Performing Asset (NPA) accounts based on ledger balances at the time of the default.

Finalizing Execution Guidelines and Review Processes

The third panel is chaired by the Chief Secretary, Rajesh Aggarwal, and is responsible for assessing and refining the guidelines of the PAHSKY 2026. This committee serves as a bridge between various government departments to resolve potential operational hurdles. By incorporating economic advisors and senior secretaries from the Departments of Agriculture and Information Technology, the state aims to ensure that the implementation of the farm loan waiver scheme remains seamless.

This administrative move comes shortly after the conclusion of a protest led by legislator Rohit Pawar. By mobilizing these three committees, the Maharashtra government seeks to establish a robust mechanism to manage the total scheme outlay of Rs 36,585 crore, ensuring that the intended financial relief reaches eligible farmers through a transparent and verifiable process.
