Kerala Chief Minister V D Satheesan, who also serves as the state's Finance Minister, has unveiled the revised budget for the 2026-27 fiscal year in the state Assembly. This significant financial plan emphasizes a commitment to building a progressive Kerala through inclusive economic growth and the development of sustainable, robust infrastructure across the region. The government's Kerala budget proposals seek to address critical fiscal challenges, including existing liabilities and inflationary pressures, by launching strategic initiatives designed to stimulate long-term development.

Mission Samudra and Maritime Expansion

A primary highlight of the budget is the launch of Mission Samudra, a strategic project aimed at transforming the state into a prominent port-led economy. With an allocation of Rs 400 crore, the initiative intends to leverage the state’s extensive 600-kilometre coastline. By integrating major maritime assets—including two international ports, a container transshipment terminal, and various other inland water resources—the administration hopes to establish the region as a global maritime hub within the next five years.

The vision behind Mission Samudra extends beyond maritime logistics; it aims to create an interconnected ecosystem linking railways, industrial zones, seaports, and greenfield cities. Furthermore, to enhance the state's connectivity, Rs 200 crore has been dedicated to developing an aviation and logistics hub centered around its four major airports. The government also plans to introduce a Data-based Invest Kerala cell to streamline investment processes and overcome operational bottlenecks for businesses.

Welfare Initiatives and Infrastructure Development

The budget reflects a strong commitment to social welfare as outlined in the Kerala budget priorities. A notable provision includes Rs 10 crore for the Oommen Chandy Health Insurance Scheme, which provides comprehensive coverage of Rs 25 lakh for families. Additionally, the government has allocated Rs 600 crore to ensure free public transportation for women and transgender individuals on KSRTC buses, reinforcing its focus on inclusive public services.

The financial roadmap also highlights investments in urban and social infrastructure. This includes Rs 20 crore for preliminary work on light metro projects in Thiruvananthapuram and Kozhikode, and Rs 50 crore for an international-standard football stadium in the Malabar region. Furthermore, the state has increased the minimum support price for rubber to Rs 250, alongside enhanced financial packages for SC/ST and backward classes. The total project plan fund has been revised to Rs 30,300 crore to ensure disciplined financial management while fulfilling essential development goals.
