Chief Minister Rekha Gupta has implemented the Central Government's 'Raahveer Scheme' in Delhi, which aims to ensure immediate transportation of injured individuals to a hospital. The scheme is driven by the belief that providing timely medical attention boosts survival rates, particularly for those who reach a hospital within the first hour post-accident.

Under the scheme, anyone who assists an injured person and transports them to the hospital within the ‘golden hour’ is eligible for a ₹25,000 reward. Although multiple helpers can participate, the maximum reward remains at ₹25,000. The top 10 best passers-by will each receive a ₹1 lakh award. The Delhi government has established an evaluation committee at the district level to ensure transparency and protect volunteers from legal repercussions.

This initiative aims to eliminate the fear associated with apprehensions and legal issues, and to encourage people to help others out of a sense of humanity and responsibility. The scheme, fully aligned with 'Good Samaritan' rules in the Motor Vehicles Act 2019, offers legal protection to individuals who volunteer to assist the injured.
