DA Hike: Employees and Pensioners Hope Amid Delay

The Central Government's dearness allowance (DA) hike, anticipated to benefit over 4.9 million central employees and more than 6.8 million pensioners, remains under the spotlight amidst continued delays. Finance Minister Nirmala Sitharaman is pressed to expedite the announcement amid rising employee concerns.
Delays in DA Announcement
The delay in revealing the final DA increase for the financial year 2025-26 has escalated into a significant issue. This long-awaited hike was initially planned to be released by January, but as of April, there is still no official announcement. The Confederation of Central Government Employees and Workers (CCGAW) and All India NPS Employees Federation (AINPSEF) have formalized their grievances through letters addressed to Finance Minister Sitharaman.
According to Manjeet Singh Patel, president of AINPSEF, the delay has created a climate of uncertainty. He emphasized that this unexpected delay might be perceived as an attempted freezing of dearness allowances similar to what happened during the COVID-19 period. This could severely affect employee morale and trust in the government.
"Since 2015, it has never happened that the DA increase due January remains unannounced until April," said Patel. He further highlighted that this year's delay might result from administrative snags and coordination issues related to the Eighth Pay Commission steps.
Battling similar concerns, CCGAW General Secretary SB Yadav stated in his letter to Nirmala Sitharaman, "Past practices show that dearness allowance arrears are typically settled by April. However, this time, these expected payments have not materialized, leading to widespread dissatisfaction." Further, he cited the upcoming assembly elections in West Bengal and Assam as potential political influences on the timing of financial announcements.
Patel stressed that immediate action is needed from the Finance Minister to address the situation effectively. Any delay could lead to significant financial losses for employees and pensioners who are already feeling apprehensive about their allowances.
Details of the Current DA: Currently, central government employees receive a 58% DA based on their basic salary. Industry experts predict an increase to 60%, a possible 2% hike, as data from AICPI-IW suggests this trend towards higher compensations.
