Tensions flared in the Kerala Assembly this Wednesday as members of the Left Democratic Front (LDF) staged a walkout. The protest was triggered by the Speaker’s refusal to permit an adjournment motion focused on the implementation of the PM SHRI scheme within the state.
The motion, which sought to halt house proceedings for an urgent discussion, was introduced by LDF MLAs P. Prasad, K.K. Ramachandran, and P.K. Praveen. The legislators were aiming to address the current administration's recent decision to form a cabinet sub-committee to advance the PM SHRI scheme, an initiative that has become a flashpoint for political disagreement in Kerala.
Political Clash Over PM SHRI Implementation
During the proceedings, Leader of the Opposition Pinarayi Vijayan delivered a sharp critique of the UDF government, characterizing their current approach as a total surrender of their previous political stance. Vijayan pointedly questioned the government regarding its past rhetoric, recalling that before the 2026 assembly elections, the UDF had vocally opposed the program, even suggesting it would be rejected entirely if they assumed power.
Responding to these accusations, Education Minister N. Samsudheen contended that the previous LDF administration had effectively signed away the state's autonomy regarding the program by executing an MoU with the central government. According to the Minister, this agreement granted the Centre exclusive rights to withdraw, binding the state to its terms.
Policy Disputes and Legislative Deadlock
Pinarayi Vijayan pushed back against this narrative, arguing that the LDF had taken formal steps to keep the agreement in abeyance as of November 12, 2025. He maintained that this action successfully prevented the scheme from becoming operational during their tenure. Furthermore, he highlighted a recent communication from the Union Education Secretary dated May 8, 2026, which he claimed demonstrated that the central government was still actively requesting the state to initiate the program, proving it had not yet been fully implemented on the ground.
The opposition maintains that the PM SHRI scheme can only move forward if the present government makes a deliberate and conscious policy decision to favor it. As the debate remains polarized, the UDF continues to face scrutiny over what the opposition describes as a dramatic and unexplained reversal of its pre-election commitments. The walkout underscores the deepening rift within the state legislature over central government-led educational initiatives and the extent of state-level cooperation required for their execution.
