Chief Minister D.K. Shivakumar has announced the formation of a new Public Service Ministry in Karnataka. This department aims to streamline grievance redressal, mandate regular public contact programs by ministers, and reorganize the state's legal and administrative presence in New Delhi.

Karnataka to Launch New Public Service Ministry for Efficient Citizen Grievance Redressal

The state government of Karnataka is set to establish a dedicated department aimed at addressing citizen grievances. The proposed Public Service Ministry, also referred to as Praja Seve, was announced by Chief Minister D.K. Shivakumar following a recent cabinet meeting held in Bengaluru. This new initiative is designed to ensure that public concerns are heard and resolved with greater efficiency and accountability.

Establishing the Public Service Ministry

The Public Service Ministry is envisioned as a streamlined body dedicated to handling complaints and providing timely justice to citizens' pleas. According to Chief Minister D.K. Shivakumar, the department will be supported by an administrative framework, including IAS officers and other personnel tasked with the systematic scrutiny of grievances. The goal is to move beyond the traditional submission of memorandums and focus on actionable remedial measures for the public.

As part of this outreach strategy, district-in-charge ministers will be mandated to visit every taluk and assembly segment at least once a week. These visits will involve organized public contact programs, conducted in the presence of local elected representatives, specifically MLAs. Feedback and issues gathered during these sessions will be directed to the Public Service Ministry for formal processing and resolution, ensuring that citizens have a direct channel to escalate their problems.

Strengthening Legal and Administrative Frameworks

Alongside the creation of the Public Service Ministry, the state government intends to bolster its legal presence. The Legal Cell operating in New Delhi is slated for significant strengthening and reorganization. This initiative aims to improve the state's capacity to represent its interests effectively, particularly in matters brought before the Supreme Court. The Chief Minister emphasized that a specialized program will be developed to better align the legal cell's operations with the state’s requirements.

Furthermore, the Residential Commissioner's office in New Delhi is also facing a planned restructuring. Chief Minister D.K. Shivakumar expressed his intent to overhaul this office to better manage interstate projects and enhance coordination with the central government. By studying successful administrative models from other states, including Tamil Nadu and Gujarat, the administration hopes to create a more robust set-up that can efficiently handle both state projects and public affairs on a larger scale. This administrative shift marks a significant effort by the current government to optimize governance and public service delivery across Karnataka.
