Income Tax Act Launch: Simplified Rules for Taxpayers in India

On March 20th, the Central Board of Direct Taxes (CBDT) announced a significant initiative called “PRARAMBH”, aimed at enhancing taxpayer convenience and streamlining new income tax regulations taking effect on April 1st.
The CBDT Chairman, Ravi Agarwal, explained that PRARAMBH stands for Policy Reform and Responsible Action for Mission Viksit Bharat. He emphasized that this initiative marks a substantial advancement in the evolution of tax administration in India.
"The goal is to foster taxpayer confidence through established rules, forms, and an improved process," Agarwal said. "Our reforms will reduce compliance obligations for over 60 million transactions, thereby making the tax system more straightforward and transparent."
Speaking during a significant event attended by Finance Minister Nirmala Sitharaman, Agarwal highlighted that the new Income Tax Act introduces numerous changes beyond mere legislation. It aims to cut down the total number of regulations from 510 to 333 and reduce the forms from 399 to 190 - a significant 52% decrease.
Agarwal also mentioned that more than 2,200 FAQs and guidance notes have been prepared for taxpayers. Additionally, multimedia campaigns, educational resources, and digital tools will be available to assist in understanding these new regulations. An AI-powered chatbot named “Car Saathi” has also been introduced to provide 24/7 support for taxpayers through the Income Tax Department’s website.
These measures are part of an ongoing phased digital services rollout, including a new website and guidance tools. This initiative aims to deliver tax compliance in a technology-driven manner and ensure taxpayer convenience, with the aim that taxpayers can access services more easily via digital means.
