The Indian Commerce Ministry is set to hold a crucial consultation with key stakeholders on June 30 to address ongoing challenges and potential reforms concerning Special Economic Zones (SEZs). This initiative aims to streamline operational processes within these designated enclaves and align export promotion frameworks with current global trade dynamics. Officials indicate that the discussions will explore strategic improvements to ease business operations across these zones.
Addressing Key SEZ Reforms and Trade Strategies
A primary objective of the upcoming meeting is to deliberate on several operational pain points. These include policy adjustments for INR-based payments for Domestic Tariff Area (DTA) services, as well as refining the regulations surrounding job work conducted by SEZ units for DTA clients. Furthermore, the committee plans to examine reforms in Free Trade Warehousing Zones and identify ways to enhance the overall ease of doing business to ensure these zones remain competitive in an evolving international market.
To spearhead these advancements, the government has established a 17-member panel tasked with proposing significant changes to the existing policy framework. This committee is currently conducting a background study focused on harmonizing various export promotion schemes, such as Export-Oriented Units (EOUs), Advance Authorisation (AA), and Duty-Free Import Authorisation (DFIA). The ultimate goal is to formulate a modernized SEZ 2.0 policy, ensuring the regulatory environment reflects the realities of global trade as they stand in 2026, compared to the initial 2005 framework.
In a related development, the Board of Trade (BoT), under the leadership of Commerce Minister Piyush Goyal, is scheduled to convene on July 3. This high-level assembly will focus on leveraging benefits from recent international trade pacts and formulating strategies to boost India’s export performance. The agenda includes discussions on various Free Trade Agreements (FTAs), including those with Australia, the UAE, Mauritius, Oman, and the European EFTA bloc.
The government is also preparing for the implementation of a trade pact with the UK, which is slated to become effective on July 15. Additionally, negotiations with the European Union are progressing, with an agreement expected to be finalized by the end of this year, potentially coming into force in the coming year. These coordinated efforts by the Commerce Ministry reflect a broader ambition to strengthen India’s position in global commerce through systematic policy reviews and enhanced stakeholder engagement.
