Central Government Employees Anticipate Monthly DA Hike Delay Until May

The dearness allowance (DA) saga continues to unfold for central government employees. Despite the anticipation of an increase in DA, no announcement has been made since the beginning of April. Financial experts suggest that this may prolong the wait until May. The delay could result in a significant financial impact, as DA arrears for January, February, March, and even April might be included in the May salary computation.
Why the Delay Matters
The Central Government typically announces an increase in DA following the Holi festivities each year. This increase is applicable to the first half of the financial year, impacting salaries for the ensuing months. Employees usually experience a boost as soon as April rolls around, accounting not only for their current month but also backdating any arrears from January and February.
However, this time, due to the postponement in allowances, central government employees might face a prolonged wait until May before seeing an increase. Organizations typically calculate salaries based on a 15-day cycle, meaning that salaries are derived from the previous month's period ending at the current month's midpoint. If the announcement is delayed, it is possible for April salaries to reflect backdated arrears for four months.
Financial experts like Adhil Shetty of BankBazaar have provided insight into why this delay might be occurring. He attributes it to administrative sequencing and the transition towards the 8th CPC framework, which necessitates aligning the updated pay structure with inflation data.
The issue is further compounded by a lack of official explanation from the government regarding the DA increase.According to Manjeet Singh Patel, president of the All India NPS Employees Federation, no announcements or reasons for the delay have been publicized. He has called on the Finance Ministry to make an immediate announcement or provide clarification concerning this delay. Likewise, another letter from the Confederation of Central Government Employees and Workers stated that DA is usually announced during the last week of March, with backdated payments following soon after in April.
