The Bombay High Court has issued a significant directive that fast-tracks the development of the Vadhvan Port Project in the Palghar district of Maharashtra. In a recent ruling, the court granted legal permission for the removal of mangrove patches situated in the approach area of the near-shore reclamation zone, clearing a major hurdle for the infrastructure endeavor.
Infrastructure Progress and Legal Compliance
The bench, comprised of Justices Bharati Dangre and Manjusha Deshpande, emphasized that the Vadhvan Port Project holds immense public importance and carries substantial economic weight for the nation. By approving the removal of 208 mangrove trees, the court has enabled the National Highways Authority of India (NHAI) to proceed with the construction of an eight-lane access-controlled highway that will connect the future port directly to NH-48.
The judiciary noted that the project proponents have fulfilled all mandatory requirements, including securing environmental, forest, and Coastal Regulation Zone (CRZ) clearances. Furthermore, the NHAI has demonstrated compliance with compensatory afforestation standards. As part of this commitment, the project authority has pledged to plant 1.33 lakh mangrove saplings across 30 hectares of land and has deposited over 4.83 crore rupees to support mangrove restoration efforts.

According to the Vadhvan Port Project Limited (VVPL), this legal clearance resolves key issues that were previously impeding the implementation phase. Gaurav Dayal, Chairman and Managing Director of VVPL, highlighted that the project is now advancing rapidly across multiple workstreams. The consistent progress in regulatory approvals and infrastructure development has boosted confidence regarding the timely commissioning of the port.
Located near Dahanu, the all-weather greenfield port is a collaborative effort between the Jawaharlal Nehru Port Authority and the Maharashtra Maritime Board. The massive facility is designed to feature nine large container terminals, four multipurpose berths, four liquid cargo berths, a Ro-Ro berth, and a dedicated Coast Guard berth. This engineering feat requires the reclamation of 1,448 hectares of sea and the construction of over 10 kilometers of offshore breakwater. Since Prime Minister Narendra Modi laid the foundation stone in August 2024, the project has remained a centerpiece of national infrastructure growth, with a total investment valued at 76,220 crore rupees.
