Hyderabad: Senior IAS officer Amoy Kumar appeared before the Enforcement Directorate (ED) at Basheerbagh on Monday, facing questioning in connection with a case involving the alleged misappropriation of Bhoodan land at Nagole in Medchal Malkajgiri district. The Central Economic Intelligence Bureau (CEIB) initiated this probe based on an FIR filed by Maheshwaram police station against private individuals and government officials for their involvement in the illegal sale of 42 acres of Bhoodan government land through forged documents and manipulated revenue records.

Despite not being named as an accused, Amoy was scrutinized due to his role in using the Dharani portal and registering properties in prohibited categories. Last October, he had also been questioned by the ED regarding these allegations. Amoy's previous posting as District Collector in Rangareddy and Medchal Malkajgiri districts provides context for understanding the depth of his involvement with Bhoodan land.

The Case Against Amoy Kumar

Amoy is currently posted in the animal husbandry and dairy development department. During prior ED investigations, it was found that government land (Bhoodan land) in Nagaram village, Maheshwaram mandal of Rangareddy district, was falsely claimed as ancestral property by Khaderunissa through fraudulent succession rights, mutated revenue records, and issuance of illegal pass books. This investigation also unearthed the complicity of several middlemen alongside government officials.

Following this probe, Maheshwaram MRO R.P. Jyothi, Munawar Khan, Khaderunnisa, K. Sridhar Reddy, and others were named in the FIR along with Amoy Kumar. The case has significant implications for transparency and accountability within government land management systems, as evidenced by the seizure of incriminating documents related to fraudulent transactions during searches conducted at suspect locations.

Around April last year, the Hyderabad Zonal Office's ED raided residences and farmhouses in Hyderabad affiliated with individuals named Munawar Khan, Mohammed Lateef Sharfan, and Mohammed Akhtar Sharfan. Besides seizing evidence of land fraud, they also confiscated 45 cars, including vintage ones, which provided additional clues to trace the illegal activities.
